Can I Really Have My Own
Personal Proxy Server?

Yes,
You absolutely can. We start off by getting a Virtual Private Server
(VPS) Hosting Package (similarly to the way you would for a website). A
VPS is a Dedicated Server that the hosting company partitions off into
smaller (less expensive) sections. You could make a dedicated server
into an Elite-Proxy-Server too, but it would be extremely expensive and
you would have no use for such a big server. In order to attract a
larger market of potential customers, hosting companies convert some of
their dedicated servers into virtual private servers by partitioning
one dedicated server that may cost $200 a month to rent, into 20
partitions (for example) on the same dedicated server. If they rent
each partition for $10 each per month, they still make their $200, but
their market has now expanded because there aren't too many individuals
in the market for a $200 per month dedicated server.
By partitioning their dedicated servers into less expensive sizes,
they've opened the market up to much smaller businesses, and
individuals. This process isn't really all that much different than the
way website hosting works.
An Un-managed VPS is Perfect for use as an Elite Proxy Server for this
very reason. It's extremely cheap. And also, an Elite Proxy Server
doesn't require very much management anyway. Basically, you just load
elite proxy software onto it and turn it on. Once it's set up, it
doesn't really need any further management (other than maybe a restart
now and again).
